At the top end however, VA can be better than IPS in every way from speed to contrast (but currently Samsung is the only panel maker who offer products in this class)
IMO, VA is also the only LCD panel type suitable for HDR (unless you have like tens of thounsands of dimming zones.) IPS poor contrast will result in significant blooming when use in conjunction with FALD system while VA can reduce that down by a significant margin.

VA is generally slower than IPS and have poor viewing angle, but make up for it in better contrast and colour vibrancy (due to the lack of IPS glow, but not every IPS suffered from this issue)

VA: Normally companies cheat by enabling strobe lighting to achieve 1ms response times (which also forces maximum brightness all the time), higher contrast. Imo only suitable for TV's.

Generally, people should buy IPS if they are looking for a midrange or valued option - or intent to use it for colour critical work in conjuction with gaming. People should by VA is their primary use case is gaming and media consumption and been looking for either very budget or very high end option. IPS is the default solution for most people, VA is the solution for people who either looking for an exception - or to save some money.
if however you like movies make and view photos etc then just go for the IPS as it is simply superior and far better colour controls etc.
