I got a Universal MLD Slant Igt with a Bad Monitor . The Monitor is a Kortek KTL220MD-04, the 3D monitor. The issue with the monitor is that it has a bad front panel , to make sure it was the panel  I swapped the video boards and it did the same thing and I even swapped the front panel with the back panel and the good panel came up while the bad panel kept on glitching.
